Advocacy group bets on 'massive' government adoption of blockchain tech

MANILA -- The Blockchain Council of the Philippines said on Monday that it is betting on the government's increased use of blockchain technology in public service delivery, among others, in the next few years.

During the Philippine Blockchain Week (PBW) 2025 Official Press Conference, the group's president, Donald Lim, said the government has started using the technology, which is seen to grow rapidly once regulations are in place.

House Bill No. 658, or the Act Establishing the Basic Regulatory Framework for Blockchain Technology in the Philippines, Providing for its Use in Government Service Delivery and for other Purposes, has also been filed.

“So for example, right now, our Department of Budget and Management— mayroon na tayong, for example, ‘yung SARO (Special Allotment Release Order) nila, ‘yung document. May blockchain ‘yun. So we’re going to see in the next two to three years a lot of government efforts to use blockchain," Lim said.

"Later on, we want and we hope for a massive adoption by the government. And we can be the first. We can really be the first in the world to do that...I know there’s a blockchain bill in Congress. Marami nang nafa-file eh. So I think it’s just a matter of time na— that’s why we do this blockchain week. So we have discussions with the private sector, the public sector, with the entire community," he added.

Lim also said he doesn't believe the blockchain technology could be taken advantage of during the 2025 mid-term elections, such as in vote buying.

“I think right now it’s very early stages. So I think maybe not yet. I think a lot of e-wallets magkakaroon ng maraming exchange of— maybe more on the wallets rather than the cryptocurrency,” he said.

“Kasi the masa, the mass base, would still wouldn’t have a Web3 wallet (blockchain technology). Wala pa rin diyan,” Lim said.
